NEW YORK — A comprehensive new development plan for key sections of Cross Bay Boulevard has officially secured $10 million in public and private funding, paving the way for significant infrastructure upgrades and commercial revitalization in 2026.

The multi-phase project aims to enhance pedestrian safety, improve traffic flow, and attract new businesses, profoundly impacting the economic landscape of Howard Beach and Ozone Park.

Funding Boost for Critical Infrastructure

The $10 million allocation comprises $6 million from the New York City Economic Development Corporation (NYCEDC) and an additional $4 million in private investment from local business coalitions.

This crucial funding will target critical infrastructure improvements, including repaving segments of the boulevard, upgrading lighting, and expanding pedestrian walkways in areas with high foot traffic.

"This investment signals a renewed commitment to the growth and prosperity of Cross Bay Boulevard," stated Deputy Mayor for Economic Development, Maria Sanchez, during a press conference at the Howard Beach Library on Tuesday.

The project, officially titled the "Cross Bay Revitalization Initiative," is set to begin its first phase by early summer 2026, with an estimated completion within three years.

Enhancing Pedestrian Safety and Traffic Flow

A major component of the plan focuses on addressing long-standing concerns regarding pedestrian safety, particularly at busy intersections near Rockaway Boulevard and Belt Parkway.

Proposed enhancements include wider sidewalks, clearly marked crosswalks with audible signals, and the installation of additional traffic calming measures.

"Our goal is to create a more walkable and cyclist-friendly boulevard," explained Department of Transportation (DOT) Commissioner Ydanis Rodriguez, detailing the design elements.

Traffic engineers will implement smart signal technology to optimize vehicle flow, aiming to reduce congestion by up to 15% during peak hours, according to DOT projections.

Commercial Revitalization and New Business Opportunities

Beyond infrastructure, the initiative allocates resources to attract and support new commercial ventures along the boulevard, a core objective of the Cross Bay Boulevard Business Directory.

The NYCEDC plans to offer incentive programs, such as tax abatements and low-interest loans, to encourage small businesses to establish or expand their presence in the revitalized corridor.

"We envision a bustling commercial district that serves the diverse needs of our community," commented Johnathan Davis, President of the Cross Bay Boulevard BID, expressing optimism.

An additional $500,000 has been set aside specifically for facade improvement grants for existing businesses looking to update their storefronts.

Community Engagement and Future Phases

Public forums and workshops were held throughout 2025 to gather input from residents, business owners, and community organizations, shaping the final plan.

Community Board 10 District Manager Matt Lombardi hailed the collaborative process as exemplary, ensuring that the development reflects local priorities.

"This isn't just a top-down project; it's a community-driven vision brought to life," Lombardi noted, emphasizing the extensive local involvement.

Future phases of the initiative will explore opportunities for green spaces, public art installations, and enhanced connectivity to the nearby waterfront.
